I'm now thinking that based on the old scapes this might be something in Asteraceae. Siloxerus multiflorus looks similar but I can't find images of it out of flower, it's also an annual so perhaps not around in June. Any further thoughts @KL
Just checked a report I should have earlier - Sclerolaena muricata var. villosa have been recorded on the block. I guessed wrong family too - Amaranthaceae
