I think you are right, but its not the one we would be used to seeing in Canberra. Victoria has 4 subsp recorded, this might be Chrysocephalum semipapposum subsp. brevifolium, but the decriptions i am finding are vague and there doesn't seem to be many photos (The description given by herbarium keys is only so useful when trying to ID photos).
