The floral structures are replaced with abnormal leaf like clusters. The most common cause is a phytoplasma - a bacterial infection spread by sap sucking insect vectors. See https://canberra.naturemapr.org/sightings/4537927 for a plant hopper present on these Dianella plants. Phyllody also seen on other Dianella species in suburban plantings. Suggest checking Dianella plants in the nature reserves for this condition.
